Quick hard drive question

So I know that it's bad to put a hard drive and a cd-r on the same IDE channel as they both run at the lower speed of the cd drive (ata66 or whatever). Is this still the case, especially for things like dvd-rw's? I'm building a new computer for someone and the motherboard only has 1 IDE channel on the motherboard and the brand new hard drive we bought for their old computer before deciding to go with an all new computer is IDE not SATA so I'm stuck. I'd rather not have to put in an IDE controller card, but I'd also not want to give them a bottleneck there as the rest of the computer is decent enough.
